  • The Architectural Review Board (ARB) consists of three members appointed by the Mayor and confirmed by the members of Council. Members are required to be registered architects in the State of Ohio for a minimum of three years prior to appointment. The ARB has the authority to review and pass upon all plans and drawings in connection with an application for a building permit the purpose of which is to protect the high character of community development and real estate in the City from impairment in value and to regulate in accordance with proper architectural principles.

    The ARB meets at City Hall on the 1st and 3rd Monday of each month which meetings are open to the public.

  • The Civil Service Commission consists of three electors of the City, not holding other municipal office, who are appointed by the Mayor with the concurrence of a majority of the members of Council.

The Civil Service Commission provides rules for the merit; fitness; appointment and promotion of classified employees of the City provided that such rules are consistent with the Constitution of the State of Ohio.

The Civil Service Commission meets at City Hall on the 1st Thursday of each month which meetings are open to the public. A record of the Commission proceedings and exams are also available for the public.

Community Connection Cultural Commission Mission Statement: The Richmond Heights Community Connection Cultural Commission will promote community spirit by facilitating multicultural awareness for all people living and working in or visiting the City of Richmond Heights; and, will accomplish this through education, motivation and communication. 

Tag line:   “Educate, motivate and engage.”

Goals:

  1. To stimulate and motivate Richmond Heights residents to participate and celebrate cultural diversity.
  2. To develop community pride.
  3. To seek and secure funding and support for programs and activities. 
  4. To encourage open dialogue amongst Richmond Heights residents, school officials, law enforcement and city officials to enhance services, recreation and security as a collective effort.

Objectives:

  1. To recruit residents and other interested citizens to develop neighborhood committees.
  2. To secure funding and support for a cultural diversity community dialogue program.
  3. To maintain aesthetics in the neighborhood, this would enhance the allure of Richmond Heights.
  4. To reestablish resident involvement in maintaining a secure community.

Community Mediation Program

The new Richmond Heights Community Mediation and Conflict Resolution Service is now available through our Cultural Commission.  This is a no cost program that is composed of Richmond Heights’ residents who have been trained to assist individuals of our city to resolve issues of conflict before the issue elevates to a more serious problem.  If you are in need of such a service or would like more information,  please call our mediation voicemail box at 216-486-3777.  You may also click the following link to view our Mediation Service information pamphlet. 


  • The Planning Commission consists of five electors of the City, not holding other municipal office, who are appointed by the Mayor with the concurrence of a majority of the members of Council.

Among its other functions, the Planning Commission oversees the drafting of the City Master Plan and the official Map of the City. The Planning Commission also may adopt a Zoning Plan and recommend changes to the Plan. The Planning Commission is required to report and to recommend matters coming before it to Council for approval.

The Planning Commission meets at City Hall on the 2nd Wednesday of each month which meetings are open to the public.

 


  • The City Records Commission consists of four members pursuant to Ohio Revised Code Section 149.39.

The Records Commission exists to initiate and to promulgate plans and rules for the reproduction of City records for the purposes of their safe and economical storage.

The Records Commission meets at City Hall once every six months which meetings are open to the public.

  • The Recreation Board (Rec. Board) consists of seven electors of the City, not holding other municipal office, who are appointed by the Mayor with the concurrence of a majority of the members of Council. Two members appointed by the Mayor are made by recommendation of the Board of Education of the Richmond Heights Local School District which members may not be members of the Board of Education. One of the members appointed by the Mayor is the Director of Recreation for the City who serves as Chair of the Rec. Board.

The Rec. Board functions to adopt and to operate recreation programs for adult and child residents of the City. The Rec. Board determines fees to be charged for each program and schedules; regulates and enforces policies in all recreation areas.

The Recreation Board also coordinates city Recreation events such as Family Day, the Fall Craft Show, Breakfast with Santa, Breakfast with the Easter Bunny, and many more events.

The Rec. Board meets at City Hall on the 3rd Monday of each month which meetings are open to the public.

 


  • The Senior Commission on Aging was created to serve in an advisory capacity to Council on all matters relating to aging.  It shall recommend programs for the aging citizens of the City and means of implementing such programs.

Current Members:  Noella Burrows, June Endres, and Frank Johns.


  • The Tree Commission consists of seven members (and the City Arborist) who are appointed by the Mayor.

The Tree Commission exists to act in an advisory capacity to the Mayor, City Council , employees and residents with respect to matters involving trees within the City. The Tree Commission also oversees the City’s annual Tree Program.

The Tree Commission meets at City Hall as needed upon the call of the Chair which meetings are open to the public.

  • The Zoning Board of Appeals (ZBA) consists of five electors of the City, not holding other municipal office, who are appointed by the Mayor with the concurrence of a majority of the members of Council.

The ZBA has authority to recommend zoning variances to Council provided such variances are consistent with the general intent of the Zoning Ordinance.

The ZBA meets at City Hall on the 1st Wednesday of each month which meetings are open to the public. Public notice of at least ten days is given for hearings on any appeals.
