From the housing perspective, the Neighborhood and Housing Strategy supports policies for neighborhood preservation, revitalization, and sustainability, and focus on housing values, affordability, and diversity in housing options. The City’s Master Plan calls for the available infill lots to be developed with detached single-family homes.

ZONING
Parcels are zoned A-1 Single family residential with the exception of parcel 662-04-012, zoned R-2 Single family residential. All plots have fulfilled the necessary criteria, including setbacks, as mandated by the building department, enabling the construction of single-family residences.


PRICING INFORMATION
Lots for new residential construction are sold for fair market value (for new homes built to generate market rate wealth). Buyers are also responsible for costs related to the recording of deeds, surveys, consolidation of parcels, appraisals when required, etc.
Given the considerable interest and anticipated volume of applicants, we kindly request that you present your most competitive and compelling offer (highest and best).


BUILDING CODE & STANDARDS
The City of Richmond Heights has adopted the requirements of the Ohio Building Code. All construction and renovation projects within the city must adhere to these standards to ensure safety and compliance. Property owners, contractors, and developers are must review the Ohio Building Code thoroughly to guarantee that their plans and work meet all regulatory requirements. City of Richmond Heights charter reads: CHAPTER 1301- Ohio Building Code
1301.01 ADOPTION OF STATE STANDARDS.
   (a) In addition to all the conditions and requirements of this Building Code, the requirements of the Ohio Building Code as adopted by the Ohio Board of Building Standards, effective January 1, 2002, and as published in Division 4101:1 of the Ohio Administrative Code for all occupancies named in such Code shall represent the minimum requirements for all buildings proposed to be constructed and erected in the City, other than those excepted in Ohio Building Code. Such requirements are hereby incorporated and made a part of the Building Code of the City as if the same were written into such Building Code in their entirety.
   (b) The same are hereby intended to be adopted within the City in their most current edition or amendment including all additions, deletions and amendments made subsequent hereto, and the same are incorporated as if fully set out at length.

PROPOSAL EVAULATION CRITERIA
The goal of this RFP process is to secure a development partner with the requisite vision, expertise, and financial capability to undertake this project. The selected entity should demonstrate a capacity to collaborate effectively with the City in crafting and implementing an infill housing development plan that aligns with the objectives of both the City and its residents.

SCORING MATRIX
All RFP submissions will be evaluated using a comprehensive scoring matrix to ensure fairness and equity in the selection process. This matrix will outline specific criteria against which each proposal will be assessed, including factors such as cost, technical capability, experience, and compliance with project requirements.
Each submission will be independently reviewed by committee who will score the proposals based on the established criteria. The final scores will represent a consensus derived from the collective evaluations, ensuring that no single evaluator's perspective unduly influences the outcome. This structured and collaborative approach guarantees that all submissions are judged on an equal footing, promoting transparency and fairness throughout the evaluation process.

PROPOSAL SUBMISSION REQUIREMENTS
- Interested developers must submit a comprehensive proposal outlining their development plans and capabilities.
- Proposals should include company background, relevant experience, and qualifications of key personnel
- Financial capacity and evidence of access to necessary funding should be included.
- Proposed timelines for the development process.
- Any additional information or supporting documents relevant to the proposal.

We suggest that the following items be specifically addressed in your response:

DEVELOPER QUALIFICATIONS
- Provide a brief background of your company and experience in residential development and infill housing. Share three examples, detailing project summaries, locations, costs, funding sources, challenges faced, solutions, and municipal references. Also, list team members and their roles.
- Identify key team members for this project, their roles, qualifications, and experience.
- Specify the main contact leading the development.
- Share your long-term ownership goals for the development.

FINANCIAL
- Provide evidence of your company/team’s ability to finance the development project
- Proposed amount/financial consideration the Developer is offering to pay the City to purchase these available lots

PROPOSED DEVELOPMENT
- Location of the lots to be developed
- Size of proposed homes in square feet
- Size and type(s) of residential units and proposed amenities to be provided;
- Estimated capital investment
- Proposed residential housing types and designs to be developed on the site;
- Proposed materials to be used and amenities to be provided in housing
- Proposed ownership structure of new in-fill housing
- Design approach and discussion of its compatibility with surrounding neighborhood activities, uses, architecture, and aesthetics
- Strategy for soliciting and incorporating neighborhood/stakeholder input; and
- Inclusion of minority-owned and female-owned business enterprises.

** At present, the City does not mandate conceptual drawings or renderings. However, submissions including such materials will be welcomed and evaluated as part of the Team's overall proposal.

PROPOSED PROCESS TIMELINE

Please provide dates for commencement and completion of key project activities including, but not limited to:

• Financing commitments
• Design development, pre-construction planning, etc.
• Permitting and approvals (the City intends to assist, as much as possible, to facilitate approvals)

EVALUATION PROCESS
It is expected that the developers or development teams whose submissions best meet the evaluation criteria established above will be selected for an interview with the review team.
Following the review team interviews, some or all of the developers or development teams may be invited to present their qualifications and preliminary development proposals to City Council. City Council will make the final selection of a developer. The following is the anticipated schedule for the evaluation and selection of a development team.

MINORITY AND FEMALE BUSINESS INCLUSION
Richmond Heights strongly encourages the involvement of minority-owned and female-owned businesses to respond to this RFP. Please outline any past initiatives you've undertaken to engage and include such businesses and your proposed strategies for involving them in this project.

The city advocates for inclusion of minority-owned and female-owned enterprises in the construction phase of development. Additionally, efforts should be made to ensure that laborers and mechanics are paid prevailing wage rates to the extent reasonably possible, subject to negotiation.

The developer agrees to share all necessary information with the city and its agents, including the Regional Income Tax Authority, for monthly tracking of project construction workers to ensure compliance with income tax regulations. Any reporting obligations related to the project will be defined in the final project development agreement.

The City aims to follow this selection process but retains the right to reject all submissions or adjust the process as needed to ensure the selection of the most qualified development partner for this crucial project and to commence the development process promptly.

CONFIDENTIALITY
The City of Richmond Heights adheres to all applicable laws concerning public meetings and public records. While the City will strive to maintain confidentiality during the selection and review process, it cannot guarantee the confidentiality of financial information or disclosures from the developer or prospective users. To assist in this effort, such confidential information should be separated into a distinct volume in the original or any subsequent submission and clearly labeled "CONFIDENTIAL-TRADE SECRETS."

RIGHTS RESERVED BY THE CITY
The City of Richmond Heights reserves the right to reject any and all submissions, negotiate with parties interested in developing the available lots, modify the RFP and evaluation process without notice, and waive any formality in submissions when it is in the best interest of the City's development objectives.

This request for proposals (RFP) is intended to solicit submissions for entities interested in acquiring vacant parcels from the City of Richmond Heights for infill development. The City is looking for residential infill development permissible under the City's review and permitting process.

Please note that this submission serves as a statement of interest only. Receiving this form does not commit the City of Richmond Heights to transferring the property to the applicant. While an application can be approved, other necessary approvals must occur before land transfer. These include design review, budget assessment, evidence of funding commitments, and potential actions requiring approvals from external entities beyond the Department. The City may select none or all of the submissions depending what may be in the best interests for the City.
